Tor is close and he knows his stuff but if you are just constructing one green to correct USGA standards then you will have to go above 500 NOK per m2 not including taxes. The price that Tor is using is probably the price on a brand new 18 hole project. On a 9 hole project you are looking at somewhere between 450 and 550 NOK per M2.
You might have to go even higher than that if your course is inland and cannot get the rootzone delivered by boat and have to rely on expensive truck transportation.
If you get an offer to build a green for less than 200 000 NOK then I would be very wary of that company because USGA rootzone doesn't come cheaper than 580 NOK per m3 and you need nearly 200 m3 for a 500 m2 green and just that is a cost of over 100 000 NOK just to buy in the rootzone before you have even started construction.
